Install behavior packs (BP) and resource packs (RP) on a vanilla Bedrock Dedicated Server. The server cannot load .mcpack or .mcaddon files directly, so you extract and register them yourself.

.mcpackfiles. Extracting them is required.
Right-click each .mcpack or .mcaddon file and open it with WinRAR, 7-Zip or another archive tool. You do not need to rename it.
Extract the contents to a new folder. You will see the addon's manifest.json, scripts and textures.
If one file holds both packs, split them into two folders:
MyAddon_BP/: its manifest.json has "type": "data"MyAddon_RP/: its manifest.json has "type": "resources"Open manifest.json in both folders and note the uuid and version from the header:

Zip each pack so the zip holds one folder, with the pack files inside that folder:

In the panel Files, open your world folder: worlds/YourWorldName/.
Create or edit world_behavior_packs.json and world_resource_packs.json.
Paste the UUID and version of each pack. For one addon:

BP.zip to the behavior_packs folder and RP.zip to the resource_packs folder.The addon's new content appears in game when you join the world.
Check that allow_addons=true is set in server.properties, then restart.
The UUIDs and versions in the world JSON files must match each pack's manifest.json exactly. Also check that each zip has one folder with manifest.json inside it, not at the zip root.
