RCON lets you run server commands from the in-game console. It is turned on automatically on your Garry's Mod server with a randomized password.
rcon_password [PASSWORD], replacing [PASSWORD] with the password set in the config.rcon followed by the command. For example, run rcon status to check that everything works.rcon status returns the server's status in your console.
